1. Open the image in Adobe Photoshop.

2. Create New Fill Or Adjustment Layer >Hue/Saturation

3. Set setting as bellow :

4. Create New Layers

5. Set New Layer to Soft Light Blend Mode.

6. Choose a 48px hard brush and paint the new layer as shown below.

7. Go to Filter > Blur > Gaussian Blur and set set setting as below.

8. Done!
